873 govt officials promoted

52The government recently promoted 873 officials — working at different ministries and divisions as senior assistant secretaries, deputy secretaries and joint secretaries– to higher posts including the ranks of deputy secretary, joint secretary and additional secretary.
This is for the first that the government has promoted such a huge number of officials to higher posts at one time in the civil bureaucracy.
Of the officials, 343 senior assistant secretaries were promoted to the post of deputy secretary, 299 deputy secretaries promoted to the post of joint secretary, and 231 joint secretaries were elevated to the post of additional secretary.
The public administration ministry announced the promotions in three different notifications yesterday.
The promotions en masse come at a time when there is no vacancy available for deputy secretaries, joint secretaries and additional secretaries in the civil bureaucracy and it is already burdened with promoted officials. The promoted officials will be made officers on special duty (OSDs) due to non-availability of suitable posts. The public administration ministry has planned to attach the promoted officials to their current working places.
A high official of the public administration ministry told The Independent that they can not give the promoted officials any new posting immediately, but they will be gradually be absorbed in the different departmental posts of various ministries and divisions. “We will give new postings to the promoted officials gradually but a number of them will be made OSDs,” the official said.
On Mar 30, Cabinet Secretary M Musharraf Hossain Bhuiyan, at a ‘secretary meeting’ sought cooperation from departments concerned to find ‘ways and means’ to absorb the officials, who will be promoted.
After the move, ex-cabinet secretary Ali Imam Majumder told The Independent that large-scale promotion would be harmful for the civil administration. “The promotions would become a burden for the administration,” he said.
At present, there are 252 additional secretaries in the civil admin against 108 posts, 625 joint secretaries against 250 posts and 1,527 deputy secretaries against 860 posts.
