The International Crimes Tribunal-1 has issued arrest warrants for former Dhaka Metropolitan Police (DMP) Commissioner Habibur Rahman and four other ex-police officials in connection with alleged crimes against humanity committed during law enforcement operations in Rampura, Dhaka.
In a significant development, the tribunal accepted three formal charges submitted by Prosecutor Faruk Ahmed, with support from Prosecutor Saimum Reza Talukder, on Thursday.
The arrest order was issued on Sunday (August 10) by a three-member bench headed by Justice Md. Golam Mortuza Mojumdar.
The charges stem from incidents in Rampura during the civil unrest of July 2024, when security forces were accused of widespread human rights violations, including unlawful killings and excessive use of force. The tribunal has classified the alleged acts as crimes against humanity under the International Crimes (Tribunals) Act of 1973.
Of the five accused, Chanchal Chandra Sarkar, former Assistant Sub-Inspector (ASI) at Rampura Police Outpost, has already been arrested. The tribunal has ordered his production in court on August 17, 2025. Arrest warrants remain active for the remaining four, who are currently at large.

The investigation agency submitted its final report to the Chief Prosecutor’s Office on July 31, 2025, fulfilling the tribunal’s two-month deadline for completing the inquiry.
Habibur Rahman, once one of the most powerful figures in the national police force, was transferred from the DMP Commissioner’s post to Police Headquarters on August 7, 2024, and officially retired on August 13, 2024. He has faced mounting allegations of orchestrating excessive force during the July 2024 uprising and is reportedly linked to multiple unresolved extrajudicial killings.
The tribunal has directed law enforcement agencies to take immediate steps to apprehend the fugitive accused and ensure a fair and transparent legal process.
